The Tower was I believe built by Henry VIII as part of his coastal defences, and commands the entrance to The Cattewater. This led to the medieval port of Plympton, a Stannary Town once more important than Plymouth until the tinner's activities silted it up. The stone plaque is an interpretation panel for the site which has a long military history finally ending when the RAF vacated the site in the 1990's. The concrete bases are the remains of buildings from the 1939-45 war. See SX4853 : Mount Batten Tower
